I talk to both groups of Watchers pretty equally, and they don't seem to be limited on who they give items or powers to. I asked them about it the other week, thinking it was a one side limitation.

But, they are limited in terms of information - at least, they were in the beginning. And that sort of information, of a secret job, does seem something that might be limited.
